Solution: Somehow, the Registry on your computer has been changed so that an option that normally is not used, LegalTextCaption, is enabled. You can leave this setting alone because it doesn't interfere with normal system operations, but if you want to kill it permanently, the procedure depends on the OS (operating system) you're using. The user who sent the error message has Windows 98SE (Second Edition) installed on his notebook, but we'll show you how to get rid of the dialog box in all Windows OSes.
First, you must edit the Registry, which could cause serious problems, so exercise extreme care. The procedure for accessing the Registry is the same across all OSes. Click Start and Run and type regedit in the Open field. Click OK and the Registry Editor appears. Now you need to click the plus signs (+) next to certain folders to drill down to the proper Registry entries. First, expand HKEY_LOCAL_MACHINE, then Software, then Microsoft. If you're using Windows 95/98 or Windows Me, expand the Windows folder. If you use WindowsNT/2000 /XP, expand Windows NT. Finally, expand CurrentVersion and click the Winlogon folder (don't expand it).
You'll see a series of keys in the right pane. Scroll down the list until you find LegalNoticeCaption and LegalNoticeText. The LegalNoticeText key should contain the value Authorized Users Only. Double-click the entry to open the Edit String dialog box and clear the contents in the Value Data box before clicking OK. Now double-click LegalNoticeCaption and delete all of the text in the Value Data box before clicking OK. Exit the Registry Editor (changes are recorded immediately, so you don't have to save), and reboot your computer. The dialog box should not reappear.
